Authorized Institutions

In order to operate a Free Zone, the following organizational structure must be established:

1. Directorate of the Free Zone
2. The Free Zone Customs Department
3. The Free Zone Police Department
4. The Operator or Founding Operator of the Free Zone
5. The Clients


1. Directorate of the Free Zone
In accordance with the Regulations governing Free Zones, each Free Zone establishes a board to manage operations

2. The Free Zone Customs Department
In order to control incoming and outgoing goods, each Free Zone sets up and maintains its own facilities that manage entrances and departures to the zone on a 24 hour basis. Each operates according to its own regulations

3. The Free Zone Police Department
Each Free Zone operates its own 24 hour security services both at all entrances and exits as well as internally, as needed. This service is regulated by the Ministry of Internal Affairs and operates under its own regulations.

4. The Operator or Founding Operator of the Free Zone
The Council of Ministers authorizes operators or founding operators to run the free zone. The duties of the operators are defined in the Free Zone Regulations

5. The Clients
Individuals who rent property and have a Certificate to Operate open spaces, office spaces or depots are known as "clients"
Individuals who construct facilities on their rented land or who operate facilities in rented existing facilities are known as "investment clients"
